The TKI Offshore Energy is organising an innovation call focused on the topic: Offshore Safety
The amount of renewable energy from the North Sea is growing exponentially. Just think of the quadrupling of the number of wind turbines in the next 7 years.
That growth requires attention to safety. Safe working at sea, safe traffic at sea, safe data traffic, and protection of essential infrastructure. TKI Offshore Energy invites innovators to contribute their ideas. We have €300,000 available for three innovative projects and are organising cooperation with renowned knowledge institutes to bring your idea to fruition.
Our Mission Driven Innovation Programme for Electricity at Sea (MMIP 1) includes the objective that wind farms must be safe and robust. Both for personnel working for and on the installations, and for the installations themselves. Think of physical safety of the installation and cybersecurity.
TKI Offshore Energy wants to support organisations in researching offshore safety and developing innovations for it. We do this by subsidising part of the winning innovation projects. The topics for which subsidies can be applied for are:
- Physical safety
- Personnel
- Innovations that enhance personnel safety
- Innovations that decrease human activity in high-risk situations
- Systems
- Enhancing the safety of platforms and wind turbines
- For example collisions of ships and turbines
- Enhancing safety of infrastructure
- For example preventing fractures of electricity cables and gas pipes (deliberate or accidental)
- Enhancing the safety of transport
- For example the passage of people or supplies from ship to turbine
- Enhancing the safety of platforms and wind turbines
- Personnel
- Cybersecurity offshore energy systems
- Systems securing against external attacks

What kind of projects are we looking for?
- The research topic fits within the TKI Offshore Energy programme (MMIP 1), contributes to the Dutch knowledge economy, to the Dutch knowledge position, and the project is of suffient quality;
- The coordinator/main applicant is based in the Netherlands
- The SME working on the project is based in the Netherlands
- The SME receives at least 50% of the allocated subsidy
- The consortium exists of at least one SME and at least one knowledge institute. If you are an organisation with a relevant research topic, but you have not found a fitting knowledge institute yet? We will gladly help you find the right research partner;
- The consortium ensures effective collaboration, meaning that a research idea is formulated collaboratively and its realisation involves joint costs and in-kind contributions from all consortium partners;
- The participants jointly define the scope and execution of the project and share risks and outcomes;
- The project encompasses or combines fundamental, industrial, or experimental research;
- Feasibility studies are not included in the PPP-regulation;
- The project applications differ from existing technologies on the market;
- The project fits within the PPP-subsidy regulation;

- Step 1: Send an e-mail to PPS-toeslag@tki-offshoreenergy.nl explaining in one short paragraph who you are and what your project plan is. The TKI Offshore Energy may contact you for further clarification; please also include your contact details.
- Step 2: We send you templates to fill in for the application. A complete application consists of:
- A project proposal
- A budget
- A (concept) cooperation agreement which needs to be signed by all parties of the consortium before the start date of the project (at the latest 31 May 2023)
- Step 3: Send all documents at the latest on 1 May 2023 17:00 to PPS-toeslag@tki-offshoreenergy.nl.
- Step 4: Our external review commission will evaluate the proposal. The proposals will be ranked and the winners will be selected. We will contact you before 31 May 2023 with the decisions.

Why is this call only for project related to offshore safety?
The Innovation Programme is in line with the Mission Driven Innovation Programme (MMIP 1) for sustainable offshore electricity and was chosen because of the current importance of the subject.
Who can apply for this open call?
This subsidy can be awarded to the consortium of a research project consisting of at least one SME (private) and one knowledge institution (public). Larger companies can also be part of the consortium.
Does the consortium have to be a natural person?
No, the consortium can be a collaboration between different companies that have no legal ties.
Can foreign companies receive (part of) the subsidy?
No. Foreign companies can be part of the consortium, but cannot receive a subsidy. They can only do so if they have substantively relevant economic activities in the Netherlands.
Is there a limit to the number of projects that can be submitted by the same organisation?
For this open call, there is no limit to the number of proposals per company/ consortium. Multiple (substantially different) proposals can be submitted by the same organisation. In this way, multiple projects can receive funding.
How many project proposals can receive subsidy?
The total grant budget is €300,000. This amount will be divided among the three winning project proposals. The maximum grant per project is €100,000.
The maximum grant is a percentage of the eligible costs and varies per type of research:
- Maximum 80% of the PPP programme grant to be used for fundamental research or non-economic activities.
- Maximum 50% of the PPP programme grant to be spent on industrial research.
- A maximum of 25% of the PPP programme grant to be spent on experimental research.

To contribute as a partner, the contribution has to be substantial. What does this mean?
The grant can only be awarded if there is a collaborative project between two or more partners. We therefore expect a substantial contribution from all partners. In this project, each partner must share in the risk of the project. As a guideline, a project partner must contribute at least 20% of the costs.
Is there a maximum amount of pages for the application?
No, there is no maximum number of pages. Some sections of the application templates give an indication of the minimum word count. Please note that the more specific and clear a project proposal is, the better the proposal can be assessed. More text is not always better.

When is the last possible date to submit an application?
The project coordinator has until 17:00 on 1 May 2023 to submit a complete application for this open call. We will not accept applications after this date. A full application consists of a detailed project plan, a project budget and a (draft) cooperation agreement.

NB We allow an (unsigned) draft version of the cooperation agreement or a declaration of intent to cooperate. A final cooperation agreement must be delivered at the start of the project.
How does the TKI Offshore Energy select the winning project proposals?
In mid-May 2023, project proposals will be assessed by an external independent advisory committee. This committee will assess project proposals on the following criteria:
- Contribution to improving offshore safety
- Contribution to the Dutch economy
- Degree of innovation and strengthening of the Dutch knowledge position.
- Project quality, degree of efficiency and effective use of resources.
Detailed criteria can be found in the templates that will be provided once you submit a project proposal to us. At the end of May the TKI Offshore Energy will announce the winners. This decision is final and no appeal is possible.
