During the first 'Crack the Process' design day in late 2022, we laid the foundation for a decision-making overview (view the results here). On June 9th, we will further enrich this overview. We will also focus on how partners (municipalities, energy communities, housing corporations) can establish collaborations with heat suppliers. Through this, we aim to address questions such as: What is possible within procurement law and state aid regulations, considering that the WCW is not yet in effect? How does the situation change once the WCW becomes legally binding? When should you involve heat suppliers to best leverage their knowledge? How can you shape this collaboration? During 'Crack the Process,' teams will work on a case from their own municipality, with the goal of outlining a process that spans a maximum of one year, from the start of exploration to the final offer to residents.

Decision-making processes for the construction of new district heating networks in existing buildings typically take 5-7 years. The implementation of district heating networks is a complex puzzle and also requires significant capital investment. Additionally, the upcoming WCW and WGIW legislation introduces new regulations, the consequences of which may not always be clear. All of these factors contribute to delays. In order to meet climate targets and connect existing homes to sustainable heating systems in a timely manner, decision-making processes need to be faster and more effective.
